On January 17, the Verkhovna Rada of Ukraine passed in the second reading a new version of the Law “On Social Services”, RBC-Ukraine reports.
The report notes that the bill No.4607 defines the basic organizational and legal framework for the provision of social services aimed at preventing difficult life circumstances, helping citizens (persons), families, children, and young people in need of outsider assistance.
“The new edition of the law will define common terminology and approaches in organizing social services for people with disabilities, the unemployed, people who have been subjected to violence in the family, etc.; the main directions of state policy in the provision of social services; rights and obligations of recipients as well as the task of social service providers,” the message says.
The document defines types of social services, such as emergency, permanent, temporary or one-time benefit.
The Ministry of Social Policy will approve state standards for the provision of services.
The bill provides compensation to those who provide social services: for non-governmental organizations (public, religious, etc.) this is 70% of the minimum wage at the hourly rate, but not more than 360 hours per month (UAH 17.59 per hour).
"For those who care of their relatives, compensation is calculated as the difference between the subsistence minimum and the average monthly total family income over the previous six months," the report says.
The bill provides to register persons who provide and receive social services.
The document will came into force on the day after publication and will come into effect on January 1, 2020.
