Volker: Russia blocks expansion of OSCE mission and supplies weapons to Donbas

US State Department Special Representative for Ukraine Negotiations Kurt Volker stated that Russia should provide access the OSCE mission to the uncontrolled section of the Ukrainian-Russian border in Donbas, especially as this is envisaged in the Minsk agreements.

«Russia consistently blocks expansion of OSCE mission on the border, and her forces prevent SMM from reliably monitoring border as it sends troops, weapons and supplies into Ukraine. At the same time, Russia claims that this is an «internal» conflict and makes hypocritical arguments about the Minsk agreements,» – Volker posted on Twitter.

The diplomat stressed, that Russia uses an uncontrolled border to support the conflict in Donbas. If the Russian Federation truly wishes peace for Ukraine, she would demonstrate a goodwill to this through cooperation with the international community on control over the border.

«This is allowed within the framework of the Minsk agreements. Article 9 concerns the restoration of control over the Ukrainian government’s border on the day after the local elections, rather than international monitoring or efforts to prevent the illegal supply of troops and equipment (which should be allocated within the framework of Minsk),» – the US special envoy noted.

As The Journalist reported, the peace in Donbas and the implementation of the Minsk agreements depend on Moscow.
