The President of Ukraine Volodymyr Zelensky has signed a decree, which instructed the government to introduce an electronic wood accounting at the Ministry of Defense’s enterprises by Nov 1.

According to the presidential press service, this was stated by the Deputy Head of the Presidential Office on economic issues Oleksii Honcharuk.

The state annually loses about UAH 2 billion due to about 30% part of the timber in the shadow turnover. In addition, the volume of illegal logging reached 17,700 cubic meters in Ukraine last year.

To Honcharuk, the 15 state-owned enterprises that now are controlled by the Ministry of Defense of Ukraine are still isolated from the process of electronic wood accounting.

“We propose to establish criminal and administrative liability for the wood circulation without entering the relevant information into the Electronic Woods Accounting Unified State System. The decree contains the relevant instructions to the government,” the official said.

The presidential decree also provides for the relevant instructions for enhancing use of the electronic wood accounting system by the communal forest ownership users.

“The existence of such communal forestry enterprises creates a problem and results in the state system inefficiency. The presidential decree instructs local authorities to carry out explanatory work within the local governments and clarify that the lack of such system creates an opportunity for a “gray” timber market,” the deputy head of the Presidential Office said.
