Zelensky simplifies procedure for obtaining citizenship for Russians subjected to political persecution in the Russian Federation

President of Ukraine Volodymyr Zelensky simplified the procedure for obtaining Ukrainian citizenship to foreigners engaged in ensuring national security and defense of Ukraine, as well as to Russian citizens, subjected to political persecution.

The corresponding decree #594/2019 “The issue of simplifying the acquisition of citizenship of Ukraine by foreigners and stateless persons engaged in ensuring national security and defense of Ukraine, and by citizens of the Russian Federation who were subjected to political persecution” dated August 13 was published on the presidential website.

In order to obtain Ukrainian citizenship, a person need “declaration relinquishing one’s citizenship or nationality, together with a document confirming the persecution for political convictions (certificate of the Ministry of Foreign Affairs of Ukraine, diplomatic mission or consular office of Ukraine, published in the manner prescribed by the Cabinet of Ministers).”

The Ukrainian Government needs to develop and submit to the Verkhovna Rada a draft law on simplifying the procedure for obtaining Ukrainian citizenship by Russians who have been subjected to political persecution, and by foreigners and stateless persons who have undergone (are) military service under contract in the Armed Forces Ukraine and took part in the anti-terrorist operation.
