Ukrainian Parliament registered bill on pensions payment to residents of Donbas and Crimea

People’s deputies registered in the Verkhovna Rada of Ukraine a bill designed to resolve the issue of pensions payments to people living in temporarily occupied territories.

This was stated by the chairman of the Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk Oblasts and Automous Republic of Crimea, Sevastopol, National Minorities and Interethnic Relations, Dmytro Lubynets, the Parliament apparatus reported.

“The situation when more than half of pensioners registered in non-government-controlled territories cannot receive pension, honestly earned by them, is abnormal. And the facts of deaths of older people at checkpoints are horrifying and outrageous! Immediate change is needed! And so, together with my colleagues, I became the author of bill No.2083-d designed to restore the constitutional right of Ukrainian citizens to pensions,” Lubynets said.

The bill provides for the following innovations:

granting the right to purchase seniority without applying sanctions to residents of the temporarily occupied territories who could not pay insurance premiums;

providing the opportunity to calculate the pension based on information from the register of insured persons, in case of loss of documents;

abolition of the mandatory registration of pensioners as internally displaced persons to receive pensions;

payment of pension arrears without statute of limitations (now the limit is 3 years).

“As a result, we will return to the practice that become common in all civilized countries, where citizens are not discriminated just because they got into the epicenter of the conflict and become its victims,” Lubynets emphasized.

Ukrainian TV will start broadcasting in the occupied territories within three months – Borodyanskiy.
