Cabinet Minister Dmytro Dubilet has said the government plans to reform the State Audit Service and reduce the number of its employees to 400 people (from 3,212).
“We plan to substantially reform this body [State Audit Service – ed.]. The last few weeks we have been engaged in a functional audit of the State Audit (sounds ironic). A total of 3,212 employees working there are receiving dangerously low salaries: you can imagine what this might lead to. The number of employees of this body will be reduced to about 400,” Dubilet said.
According to the minister, any massive reduction of public servants is a painful process. Therefore, the Cabinet intends to cooperate with the State Labor Service, trade unions and other parties, so as not to leave people to their own fate.
The State Audit Office should focus on eradicating fraud.
“The employees who remain in the State Audit Service must be real professionals who working in accordance with the international standards; their work should not be limited to searching of mistakes of the comma use,” Dubilet emphasized.
There is a certain overlapping of functions between the State Audit Service and the Accounts Chamber, as well as the State Audit Service and law enforcement agencies, which must be removed.
“Large state-owned companies should be audited by private audit firms (in fact, sometimes it is happening in this way). On the other hand, the more companies we privatize, the less it is necessary to conduct an audit,” the Cabinet Minister summed up.
