The First Deputy Chairman of the Verkhovna Rada Ruslan Stefanchuk has registered a draft law on amending certain legislative acts of Ukraine regarding the provision of personal voting by MPs (#2148).

The text of the bill is published on the website of the parliament.

The draft proposes to add to the Criminal Code of Ukraine an Article #364-2 “Voting by a People’s Deputy of Ukraine instead of another People’s Deputy of Ukraine”. According to this article, the voting by a people’s deputy by any means at a plenary meeting of the Verkhovna Rada instead of another people’s deputy (non-personal voting) is punishable by a fine of 3 to 5000 non-taxable minimum incomes of citizens.

The law “On the status of a people’s deputy of Ukraine” proposes to establish a norm stating that for non-fulfillment of his duties a people’s deputy is punishable in accordance with the law.

The Regulation proposes Verkhovna Rada apparatus to conduct a video recording during plenary meetings of the Verkhovna Rada in a way that will make it possible to confirm or refute the violation by the people’s deputies of the requirements of law for personal voting.
